I have a whirlpool tub with a new hot water heater and a whole house filter. Water's rusty at end of fill why?

With new tub, new hot water heater and a whole house undo osmosis filter seems it shouldn't. Starts off clear and gets ruddy towards end of fill. What can I do to crack problem? Would appreciate any input - thanks.
