Setup:

-5lb CO2 canister
-constrain on keg: 10psi
-Quarter Keg of Bud Light (Got cheapest keg first to play with)
-5ft of 3/16 ID beer hint cord tubing
-3in stainless shank
-Perlick Faucet
-Temp

Are you sure-fire it isn't foamy because the keg has been recently tapped? This typically goes away after several pours. If you're self-confident this isn't the problem, then you may just need to play around with the psi setting until you're skilled to find a happy medium between flat and foamy. Seems everything else you described is the way it should
